Bases (sometimes also called Factories) are one of the most important strategic properties in Advance Wars (behind only the Headquarters), providing income, repairs and supplies to land units. Crucially, they are also are where all land units are deployed from, at the cost of funds. Units are considered 'waited' and cannot take actions on the same turn they are deployed.
The most notable use of a base is to deploy Infantry, which are the cheapest unit that is able to capture properties; producing as many of them as possible early in the game allows a player to quickly gain control of other properties such as other neutral bases or cities to provide more production and income, gradually building up funds until the base starts to deploy stronger units such as Tanks to contest against opposing players trying to do the same.
In competitive Advance Wars By Web, bases are rarely ever left unused in a turn, at least to produce more Infantry if nothing else due to their low cost and ability to capture, even in the late game. Although bases have good defensive properties, they are rarely used to attack from as doing so will prevent the base from building more units. Denying the use of a base through destroying an occupying unit and blocking it with another unit or 'locking' it with an indirect attacker such as Artillery is almost always a game-winning move if it cannot be immediately taken back or reciprocated elsewhere.
Kindle and Lash can benefit from attacking from bases due to the effects of their day-to-day powers, though this is rarely possible or advisable as this will block the base from use. Eagle, however, can use his Lightning Strike to circumvent the waited status of newly-built units and move them away immediately, allowing him to effectively build two units in a single turn instead of one, which can be very useful for bases that are currently being sieged.
Bases are also the only tile other than Pipes that can be traversed by a Piperunner. Ghosted bases are occasionally used as bridges to allow both Piperunners and other units to cross.
